Aims and Objectives

Development Evaluation Society of India (DESI) was formed by a group of evaluation professionals and researchers with the aim of evolving a strategy to revive and sustain the culture of “learning from experience” in development planning and administration. It was registered (No. S-32707) in 2002 under the Societies Registration Act, 1860. DESI plans to attain its goal by undertaking the following activities:

  • Undertake studies to identify and understand the factors that help create an enabling environment for mainstreaming development evaluation in governance; technology promotion, technology demonstration to access the impact of such interventions in agriculture, industry, health and other sectors to achieve sustainable economic and environmental goals.
  • Dissemination of results of such research to planners, policy makers, intelligentsia, media and civil society organisations
  • Promote exchange of views across the whole spectrum of stakeholders on issues relating to reforms and actions required to revive and sustain the culture of evaluation for development effectiveness;
  • Undertaking capacity building and promoting excellence in theory and practice of development evaluation through training, networking, research, technology promotion and demonstration, sensitization and dissemination of research output and information; and
  • Undertake impact evaluation studies and promote debates on merits of various development interventions, schemes and programmes.

Activities of DESI

  • DESI was originally conceived as an Association of members who were working professionals in various organisations and therefore, could not devote full time for DESI so far. Now that several DESI members have expressed willingness to work full time for the organisation, it was deemed appropriate to modify its (Society’s) Memorandum to expand its activities to include sponsored research projects. The Memorandum has now been modified and ratified by the Registrar of Societies, Delhi in 2014. The necessary changes in the organisational set-up have been effected. In the past, queries received by DESI were forwarded to interested members to take up such assignments.
  • Services of key professionals of DESI were made available to national and international agencies. National organisations, like NCAER, Independent Evaluation Office, Indian Institute of Management (Ahmedabad), Institute of Resource Management and Economic Development, Council for Social Development and others used the services of DESI professionals. Among the international agencies who made use of the services of our members were IDRC, the World Bank, USAID, the British High Commission, IFAD and INSYDE.
  • Services of our members were utilized by NCAER for conducting impact evaluation of ICDS for PEO (2011-12), by IDRC for assessing the “State of Development Evaluation in India” by IDRC(2009-10), by Independent Evaluation Office(India) for building a new Evaluation Architecture for India(2014), by INSYDE (Luxemburg) for evaluating the impact of development intervention by that country in parts of rural UP and MP, by the British High Commission for assessing the impact of their interventions in school education, by IIM/A for assessing the impact of some irrigation projects including mechanization in agriculture and so on. Some of our members have delivered lectures on Monitoring & Evaluation in various organisations (CSD, IMAR, IIPA, etc.).
  • In their individual capacity, too, our members worked for various national and international organisations in the area of development evaluation. DESI professionals are members of various national and international professional bodies and have contributed papers in various international conferences and journals on development issues. They are invited to deliver lectures by institutions engaged in evaluation capacity building.
  • The key members of DESI have long experiences in evaluating the impact of projects and programs in areas, such as, agriculture & rural development, water resources, health & nutrition, education, food security & public distribution, renewable energy, human development etc. The CVs of some key members are attached.

  • Empowerment of Gond and Korku Tribes Through Health and Education, through the use of Natural Herbs and Medicines: Evaluation of Sahmet-Tdh Community Health Programme, Kesla, Madhya Pradesh, India: July 2010: Sponsored by Ministry of External Affairs, Government of Luxembourg;
  • Supplementary Evaluation of the Project “Promotion of Health and Education Activities” Implemented by Dalit Sangh and Supported by TdH and PSF in Sohagpur, Hoshangabad, Madhya Pradesh: July 2010: Sponsored by Ministry of External Affairs, Government of Luxembourg.
  • Empowering Tribals of Vadodara: Evaluation of Bhasha Research Centre Intervention: July 2010: Sponsored by Ministry of External Affairs, Government of Luxembourg.
  • “State of Development Evaluation-India, 2010” IDRC, Canada (this Study was done at IRMED Delhi by Dr. S.P. Pal and Dr. Milindo Chakrabarty of DESI. This arrangement was done as DESI did not have any FCRA A/c of its own
